บ้านสะเทินน้ำสะเทินบก โดยคนไทย เพื่อคนไทย
บทความข้างล่างนี้ ถูกเขียนขึ้นโดยนักเขียน/สถาปนิกท่านหนึ่ง เมื่ิอต้นปี 2554 ซึ่งนักเขียนท่านนี้ได้เคยนำเสนอบทความนี้ให้กับหนังสือพิมพ์หลายฉบับ แต่ก็ไม่มีหนังสือพิมพ์ฉบับไหนให้ความสนใจกับบทความนี้ ผมจึงได้ขออนุญาตนำบทความจากท่านนั้นมาใส่ไว้ใน ณ ที่นี้ครับ ๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐๐ ในช่วงเพียงทศวรรษที่ผ่านมา ประเทศไทยของเราประสบกับเหตุการณ์น้ำท่วมอย่างรุนแรงในหลายๆภูมิภาค ส่งผลให้เกิดความเสียหายอย่างรุนแรงต่อชีวิต สภาพจิตใจและทรัพย์สินของผู้คนในพื้นที่ประสบภัย และระบอบเศรษฐกิจของประเทศอย่างประเมินค่าไม่ได้ ตามที่เป็นข่าวให้ติดตามกันในชั่วระยะเวลาไม่กี่เดือนที่ผ่านมา จากเหตุภัยพิบัติที่เกิดขึ้นซ้ำแล้วซ้ำเล่าส่งผลให้เกิดการตั้งคำถามจากผู้คนใน สังคมถึงความเป็นอยู่ของผู้คนในพื้นที่ที่เกิดอุทกภัย ว่าเราจะหลีกเลี่ยงหรือปรับตัวเช่นไรให้เกิดความเหมาะสมและพร้อมรับมือกับ สถานการณ์ที่อาจจะเกิดขึ้นอย่างฉับพลันในพื้นที่เสี่ยงภัย คำถามดังกล่าวทำให้หลายคนอาจจะคิดถึงการวางแผนการอยู่อาศัย แต่ก็ได้แต่ทำใจและคิดว่ามันเป็นสิ่งที่ไม่มีทางเกิดขึ้น เพราะคงเป็นไปได้ยากเนื่องจากภัยพิบัติเป็นเหตุการณ์ที่เกิดขึ้นอย่างกระทันหัน แต่ถ้าหากเราลองดูตัวอย่างในประเทศต่างๆ โดยเฉพาะประเทศเนเธอแลนด์เป็นตัวอย่างที่ชัดเจน ที่พวกเขาได้สร้างรูปแบบบ้านที่รองรับสภาวะน้ำท่วม เนื่องจากประเทศเนเธอ แลนด์มีระดับพื้นดินที่ต่ำกว่าระดับน้ำทะเลซึ่งคงเคยผ่านตาหลายๆคนจากสื่อ ต่างๆอันเนื่องมาจากกระเเสตื่นตูมน้ำท่วมโลกของคนไทยมาไม่มากก็น้อย ตัวอย่างนี้แสดงให้เห็นว่าการออกแบบที่คำนึงถึงสภาพในอนาคตมีความเป็นไปได้ อย่างน้อยก็อาจจะช่วยบรรเทาเหตุการณ์เลวร้ายๆต่างๆได้ไม่มากก็น้อย เข้าทำนองกันไว้ดีกว่าแก้ เมื่อ อ่านมาถึงตรงนี้หลายคนอาจตั้งคำถามว่า สถาปนิกในประเทศไทยผู้มีบทบาทโดยตรงในการออกแบบก่อสร้าง ทำไมถึงไม่ลองคิดออกแบบรูปแบบที่อยู่อาศัยที่มีสภาวะเหมาะสมกับเหตุการณ์น้ำ ท่วมในประเทศไทยบ้าง คำถาม นี้คงเป็นคำถามเดียวกันที่เกิดขึ้นกับ คุณชุตยาเวศ
